Technical Summary
In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps have chosen to use SeaPort Enhanced.

RIF BAA – Augmented Reality Virtualization

CUSTOMER: Naval Air Warfare Center, Aircraft Division (NAWC/AD) AIR 4.5
CONTRACT NAME: Augmented Reality Virtualization
CONTRACT NUMBER: N68335-16-2-0083 (HQ0034-15-BAA-RIF-0001
AWARD TYPE: Prime – Full and Open
CONTRACT TYPE: CPFF
CEILING VALUE: $2.8M
AWARD DATE: 15-Apr-16
PERFORMANCE PERIOD: 4/15/16 – 7/18/18
TECHNICAL POC: Leo Kilgore

TECHNICAL SUMMARY:

RED-INC is supporting NAVAIR with the development and refinement of Augmented Digital Imaging and Recognition Technology (ADIRT) as an advanced solution for aviation maintenacnce.  ADIRT is an augmented-reality (AR) system that supports rapid development and delivery of capability to reduce aircraft maintenance time associated with challenging Techanical tasks (especially in blind or hard-to-access spaces). Indications from early deployments of Navy assets (e.g. LCS) show that some platforms have not fully utilized their organic aviation systems capability due to excessive Mean Time To Repair (MTTR). Development of an integrated solution is required that rapidly provides assistance in resolving complex maintenance and reliability issues, which hinder successful operation of aircraft with other Navy systems.
